In the battlefield, the key headquarter is major because it is where the army has strategized the plan to tackle the enemy. It shows magnificent power in a way that the troop, whether grand or small, can experience a seismic ordeal, and then a dispersal if the main shelter is absent.
Likewise, art requires a centre to cement diversity of each genre, showcasing and exchanging creativity and resources as well as entrenching aesthetic--the mutual spirited enlightened within the world's art alliances.
In Thailand, Bangkok Art and Culture Centre (bacc) is like the basement between artists' network not only in Bangkok but international planet. It is one of a few art centres originated by the citizen's earnest activation, a contributed fight to call for some art spaces at the downtown of Thailand.

In 1995, Dr.Bhichit Rattakul, Bangkok governor registered the scheme with Jubilee Art Celebration Committee to establish Bangkok Art and Culture Centre at Pathumwan junction with the well-drafted model decided unitedly. However, the project was interrupted in 2001 when the next Bangkok governor, Samak Sundaravej, was ascended. Transforming the original concept into the commercial retail space, bacc's so-called ratio was divided into 70% commercial and 30% art. Private sectors were allowed to run the business instead of the government sector as the usual plan.
There was a prodigious accusation raised by art forums, senior and junior artists, university teachers and students as well as the media. They activated the protest for the Bangkok governor to review the commercial policy, marching the 4-kilometre art parade with campaigners holding 4,000 art paintings. In 2002, the contributors held the exhibition, 'We want an art centre, not a commercial mall.' to depict the passionate aspiration for having a downtown art centre for public art study.

Clearly afterwards, the last campaign which highlighted the public's extreme involvement was 'Art Vote' held in 2004. The art abiding citizen captured the significance of art and started it for a month long. Several artists had shrewdly permeated in politics by placing the voting box for onlookers to vote Yes or No for the existence of bacc. It was like a tiny mock election. Taking off as art avengers, they went to explain the core of bacc's standpoint to each nominee such as Chuwit Kamolvisit, Apirak Kosayodhin and others after Samak legitimately stepped down from the throne (and of course the nominees vote Yes to earn the vote).

"I personally love art and I think there aren't enough art scenes in Bangkok. I'd like to explore more of international arts, the great and variety ones with genuine curators because we only have the national gallery and those tiny ones. Thailand has its strength on tourism, so countless art spaces should be established here. It shouldn't be just the location of the capital city without creative spaces. We don't even have the proper gallery or a very tiny insignificance if you mention the case. If we happen to have one, it isn't contemporary." Yim- Kullaya Kassakul, the PR director dissected reasons why she and her alliances teamed up to ride on Art Vote 10 years ago.
Pathumwan junction was just like a normal park. Yim and her art partnerships asked Tul Apartment KhunPa (Tul Waitoonkiat), Pod Moderndog (Thanachai Utchin), Note-Udom Taepanich and 10 other contemporary artists to join the stage. Music performances were held alternately with sessions and art performances. The senior artists also supported the campaign by providing a large container as a mobile gallery, insinuating the symbolic message for the sake of art.

Speaking of one of the very first fighters, Tee-Chanyut Manoonviriyakul, was darting out to raise funds for the project by asking Prof.Preecha Thaothong a favor to bring his painting to sell. He created the shirts sale, launched art marketing and whatsoever worked. When we tossed a question about how the public had responded to Art Vote campaign, he eagerly answered,
"There were no social networks back then, so we scooted out fronting Bangkok governor's nominees and genuinely interviewed them about the exact cultural policy they had planned to activate, and yes, not only for art galleries. 50,000 votes were counted and almost all of the voters expressed consensus to build art galleries. The press was with us; whether the famous or independent organizations, newspapers or TV, they all jolted down the news. So, it had a pretty moment among social onlookers." Tee cracked a cozy smile when he recalled.

Apartment KhunPa's Tul Waitoonkiat was one of the artists who had written one of the pages in the art historical event. Revealing that the gig was amusing, he claimed that the band frequently played for the campaign and literally engaged with the blazing power of people, of how they cried out for their own rights. "Magnifying into terms of music meadow, rock and roll is already inscribed with rebel and demonstration signal, so we, as artists, shouldn't let this contribution slip when we can truly dedicate for certain kinds of arts." Tul said.
Finally, Apirak Kosayodhin was elected to be the Bangkok governor in 2004. Artists' network and participants consecutively submited the bacc project which was officially granted and proceeded under the original model after the 10-year of its suspension.
After that, the official people-invented art centre released the logo design contest to involve the public to partake, allowing people's network to present bacc's identity as this was thanks to the advocating influence and art devotion run by them.

2008 embodied the first year of bacc's grand opening. Despite of a slightly rough beginning and unfamiliar experiences among urban people, Bangkok Art and Culture Centre Foundation, the crew and cooperated networks clung together to root the reliable basement where art was firmly matured. They curated the newfangled activities designed for everybody until the numbers of participant riddled from 100,000 people (in the first year) into a million to two million in the 10th year of establishment. Bacc has transformed into a-must renzdervous for Bangkokians, Thais and foreginers.
Wit Pimkanchanapong, the media art artist and one of the artists' networks indicated that the Pathumwan junction played the better location than several big art centres in many countries. Even if artists had undergone clashing opinions about how the place was designated, bacc ultimately serves the needs of the citizen who rightfully own this town.
"I'm worried for how bacc will challenge its role, but we can observe its social functions along these 10 years. It stands as a safe zone every time I go to Siam where department stores and surroundings naturally fume the urge of buying or selling. It's the spiritual safe zone because there are no advertisement banners, but the art centre is essential just like how the park portrays the city—where you can actually breath. Once inside, you'll see that everybody is doing something for art and cultural sake, and yet neutral. Urban people should have felt proud that bacc has been painting its existence in a long-lasting shade this far, even among the materialistic location in which the cost is sourly heighted. It's something we should be proud of."

From hundreds of exhibitions and thousands of activities held at bacc, the art centre has addressed the 10th anniversary on July, 29 2018. Bangkok Art and Culture Centre Foundation, as the art metropolitan administration, announced the success from having approximately 300,000 visitors to 1.7 million in the 10th year. Pawit Mahasarinand, Executive Committee and Secretary, confirmed that there will be interesting activities to hammer bacc's objective and destination since the first original purpose despite of confronting financial hurdles or other possible problems.
Bacc isn't just an art space but historical battleground where the citizen's union power is brushed. It will stand as an aesthetic basement of Bangkok and also the nationwide for the rest of art's live.
Reeling back to the previous pages, we see empowering voices uttering to retrieve a space for themselves. Besides proudly representing the city's gratification, the construction of bacc is also crafted from the citizen and truthfully for the citizen.
